The same Google account is the door for someone new and for someone returning. Signing in lets you read your private collection in the browser. It does not, by itself, connect ChatGPT. Cursor uses a personal access key from your account page against https://keptmems.com/mcp. ChatGPT connects by adding the Kept Mems plugin.
